This ICIP (Infrastructure Capital Improvement Plan) addresses capital needs in a number of program areas and will be modified and updated as changes occur. All the projects listed address capital needs and the capital improvement goals of Socorro. The ICIP projects detailed below are prioritized by the Socorro City Council by category. The five categories used by the City include Health and Safety, Utility Infrastructure, Street Infrastructure, Quality of Life, and Operations. The ICIP has no frivolous or expendable projects included in the plan. If a project is on the list, it is a priority of the City regardless of individual ranking. The general public is invited to participate in this planning process and the Socorro City Council is able to amend this plan throughout the year.

Project Summary:

July 1, 2005 – June 30, 2006

Over the last twelve month period, the City of Socorro has completed, or very nearly completed, the following:

  1. Blue Canyon/Arroyo/Peralta/West Place (Partial) - $450,000
  2. Clarke Field Improvements – Skate Park
  3. Swimming Pool Bathhouse Improvements
  4. Neel Street Drainage and Infrastructure
  5. Purchase Fire Truck ($172,000)
  6. CNG Fueling Station

Those projects that are underway and that are expected to be complete in the near future include:

  1. Water Well Construction and Engineering (which should eliminate brown water problems) – Approximate Cost $700,000.
  2. Airport Taxi-Way and Apron
  3. Playground Equipment Installation at Each City Park
  4. Ambulance Purchase
  5. Plaza Drainage and Infrastructure

Projects that have been continually funded and are expected to be perpetual in nature include:

  1. Police Vehicle Purchase (five cars)
  2. Ambulance/Fire Truck Replacement
  3. Ongoing Water Line, Gas Line, and Sewer Line Replacement

Other items that have occurred and will affect the future format and composition of the City’s budget include:

  1. The handling of the City’s Solid Waste Management system
  2. The future closure of the City’s Landfill (used portion)
  3. The joint effort between City, County, and Village of Magdalena to open regional landfill
  4. Upgrade of Municipal Airport facility
  5. The elimination of the gross receipts tax on the sale of food
